vacuum problem...the search begins

i have the fabled hard start/bad idle problems often associated with vacuum 
trouble.  i started looking at my vacuum lines the other day and i have 
absolutely no idea if any of them are going where they should be, plus there 
is a small black thing in the vacuum line right above my brake booster that 
has 2 small electrical connectors in it but it isnt plugged into anything. 
any help would be appreciated.
