Same problem here on my passenger window... I just purchased all the parts
to redo both sides from the dealer. The reinforcement plate is
approximately $7, there are also a handful of screws and washers needed to
do it right.
There is a diagram too. I'll send a full copy to anyone who needs one. I've
included the text.

Power Window Inoperative
90vw09
Subject:
Inoperative Power Window
Model(s): Scirocco
Group:64
Number:64-90-T03
Date:May 31, 1990
The power window becomes inoperative if the winder mechanism locks up in
the end position of travel (window closed).
To repair a window regulator, use the following parts and procedure. Always
modify the regulators in both doors to prevent recurrence of the problem.
Parts required:
1 reinforcement plate, P/N 533 837 493 1 each screws, P/N N014 1405 and
N014 1444 2 lock washers, P/N N011 6663 2 bushings, supplied by dealer.
Bushings are made from 20 mm (3/4") thick round steel stock, cut to 10 mm
(7/8") wide with a 6 mm (1/4") hole in the center. See illustration.
Repairing Window Regulators:
-Remove door panel and carefully remove vapor barrier.
-Operate window switch in downward position while an assistant pushes down
on the glass (motor will take over and complete lowering of window glass).
CAUTION:
DO NOT TAP MOTOR. Damage to the motor magnets could result from such
attempts to get the motor to run.
-Move cam bracket (a) into middle of position. See illustration.
-Remove regulator mechanism.
-Bend sheet metal tongues (b) and (c) OUTWARD to approximately 45~ angle.
-Cut end of slide rail (d) 1/2 inch from end and bend to approximately 15~
angle inward toward cable block.
-Lubricate slide rail lightly with multipurpose grease.
-Install regulator into door.
-Install reinforcement plate P/N 533 837 493, to cam bracket (a) and window
bracket.
-Install bushing (k) opposite window glass so that it works as a stop in
the curvature (1) in closed position.
