Another way to get rid of the whine is to get a filter...

So if a filter is the answer, I guess my options are one of those ready-made
jobbies from a stereo shop or a capacitor from Radio Shack or the like.  If
I were to go the Ron route and buy a capacitor, what should it be rated at?
Would it be best to put it inline between the alternator and battery or the
battery and amps?  TIA.
