Temps too hot

No, this isn't Scirocco related, however it IS VW -
sister's '92 Jetta GLI 16v.

Bottom line, it runs too damn hot.  It's running a lower
temp fan switch / thermostat, flushed cooling system, yet
the water temp runs at least 1/2 to normally 3/4 of the
gauge, and the oil temp runs at least 260 F, sometimes
higher.  (I've seen it close to 280 in the summer -
impossible to run the a/c.)  And this is while moving -
stop and go traffic just gets warmer.

Any ideas on what the problem really is?  Solutions?
