Do I need a Hot Start Relay?

 I did some research on the archives, and I have a question about the fix
 that involves putting in a "hot start" relay to the solenoid.  Is the
 problem that this cures:

 1) Engine does not turn over at all when hot
 or
2) Engine turns over but doesn't start when hot

 Thanks.

 I'll describe my symptoms in a separate e-mail, but my car does the second
of these.
