I would not remove the liner. As I said in an earlier post, I have
had this sort of rubbing on all three of my Sciroccos, and through
experimentation I have found that your choices are to either rub away
the wheel liner, or have the metal parts of the car cut into the
tire! Given those choices, I prefer to rub the wheel well liner.
The goal is to overcome the deliberate nature of the process.
