Since they are alread busted, it is doable to pull the busted studs out and
install new ones.  You will want to use a torch, though, to get the old
one's out.  Try EVERYTHING else before drilling.  Try heating, lubing
overnight (soak!!), cutting a slot in the end and using a screwdriver as you
heat, etc.  IF you have to drill, try easyouts, superouts (my favorites),
torx bits, and finally retapping.  It is very important to use a punch and
get the starting point of the drill bit in the center of the stud.  There is
another option that may be worth you $ at this point and that is having
someone who extracts broken bolts/studs professionally.  I have a guy that
does this a few minutes from my house out of his own garage and it is
incredible.  Some sort of ultrasonic thing that loosens all the rust around
the bolts/studs and they come right out.  HTH!!
