Even though the control valve's arm is moving, it sounds like the barrel
valve inside might not be.  Is the arm still connected to the barrel?  Pull
the control valve, check to see if the arm moves the barrel. If it does,
install a short piece of copper tubing instead of the valve and see it the
heater works...this will tell you if the heater core is plugged up or not.
There are only a few things that this can be.....

Ok its getting cold here, had a bit of frost on the windows this morning so
I kicked on the defrost for 20 mins - no warm air at all.  Same with the
heat.  Brrrrrrrrr

Only thing I've replaced this summer was the heater control valve because
the interior was always HOT before.  Now its completely cold.  The valve
seems to be operating fine when controlled from the temp heater control, ie
it is moving.
