No...

The fuel cut-off on a 16V should be at solid redline, which is ~7200RPM.

Right on, Jason!

When I first got my '84 2.0L it would cut off at 5500RPM EVERY time.
Randy at TT suggested that I install a jumper, I did, went for a test
drive and it pulled strong to 6800RPM!!!
I'd try a jumper in place of the relay first...

The old relay can be modified into a fool-proof jumper, by removing the
guts, and bridging a 2mm gap with solder.
