Sounds the water flowing through the core is restricted in some way;
partially-plugged core or water lines or the valve isn't opening completely.
This means the more air you blow through the core, the more of that air is
unheated, so it feels cooler....  just my guess.

Is it just me or do the heaters on scirocco's really suck? on my 16v it
blows hot on 1, warm on 2, cool on 3 and cold on 4. any ideas?
