it is for fresh air, it is actually sealed off from the engine compartment so
you would not be getting any hot air. If you are still getting actual heated
air the only place would be from the heater valve. Even though it is closed
when they get old the seal goes bad allowing Coolant to flow though the
heater core.
I had the same problem with the fresh air flap, I ended up using a twisty tie
to keep it closed. Good luck
