Probably, the timing belt is prone to making this
noise.

I have found that Ditzler DP90 epoxy primer sticks
fantastically. It's a two-part (need to buy catalyst
separately) self-etching primer. It finishes a satiny
black, so you can use it as a blackener - the bumpers
look great with just this stuff - and later on
re-apply and topcoat. This stuff is noxious as hell,
so have a professional apply it. It adheres ungodly
well though.
