The best I have found if you have limited tools is a drill with a bit the 
same size as the bolt . 
When you get the pully off you can twist the remaining bolt out with your 
fingers most the time. 
If all else fails dont worry about ruining the cogged pully , that big nut 
lets you replace that too .
