It is quite easy to get rid of those heavy shock assembly in your Scirocco bumper. In fact, check for an aftermarket golf 2 ('90) bumper from Italy. They are super light and use the simple mounting that
the Europeans use. Looks like a folded piece of sheet metal.
Only problem will be They are not Legal in North America. Not a problem if you don't have any kind of safety inspections, but if you do they do not pass the slow speed collision test (this is what the shocks are used for) as they are solid.
The aftermarket need a little tweaking to get them to sit nice, but all you need to do to mount them is to drill 2 holes in the bottom of you bumper mounting area and bold them to there. Just remember if you hit anything, expect more damage....

Those bumpers on the yellow VR6 Scirocco are super-fabricated to fit that
application, so the OEM aspect ends at the fact that they are Volkswagen
stock equipment. They are only lighter if the US bumper shock assembly is
not retained.

lots of cutting of metal and plastic and trial fitting.

Cheap, since its your time and all you have to do is find a used front
bumper from Mk2 Jetta or Golf.
> I assume the euro is lighter?
The euro bumper assembly for the Scirocco2 weighs roughly 9lbs. The US spec
bumper assembly weighs almost 50lbs. The Golf bumper could approach the
euro weight if more fabrication time allowed for building a custom mounting
bracket to replace the bumper shock assembly.
For another clean (if you think that "look" is clean) example, check out my
friend Brandon's candy apple red 8V with black 16V body kit and Golf front
and rear bumpers. He put a lot of trial fit time into his and they fit
closer to the body than any other with the Golf equipment. It's under the
16V section on www.scirocco16v.com .
