I think the expansion valve is that thing in the passenger footwell that is at the juncture of a Freon tube coming from the engine bay and one heading for the evaporator (or the condenser, whichever one's in the center console).  It has a disc-shaped structure mounted horizontally on top, and is attached to a length of wire (or really narrow gauge tubing) that ends in a temperature probe that's friction-inserted into what I presume is a place where the air temperature is measured. 
 
It should come off pretty easy, and the replacement should be straightforward as well; the trick will be to draw down a vacuum after re-sealing the system and before recharging it. 
 
I bought one of those venturi vacuum pumps that you attach to a compressor, and it handled the "vacuuming" just fine.

Im hoping you guys can help me out.  I took my rocco to my mech. friend to
get an A/C recharge. He hooked it up and  He said there is a blockage in the
line and is most likely the expansion valve.. If anyone has had this repair
done can you tell me about how much it would cost.  And if you have one of
those cool VW CD's can you tell be where the expansion valve is, and also if
you can Email me the schematic view of the area. Thanks alot.
