not pulling to redline

My '87 16v does not pull to redline? it gets as far as +/- 5400 RPM's. I 
have a 4k trannny in it. Will the power module fix this? Can a ram air fix 
this? My wheels are Indy euro 235 with 195/50 R15 nitto's nt450.
Please advise. TIA
