AC belt tension

I ran the AC today while trying to refresh the R134a. The beltwobbled 
horribly. I tried to tighten the belt by removing a shim, but it is 
terrible.
The arm that goes from the compressor frame to the engine is missing. Could 
this be the problem?
I bought a new belt, but have not put it on yet... That will have to wait 
till the weekend...
