Because of Anti Stalker laws the DMV (at least in Cali) says you can
send a notice to the registered owner (via the DMV) but can't be told
who they are.
Used to be $2 would get you a name and address. Of course, now that the
Internet is so widely available I'd bet it was out there somewhere.
