New clutch installed recently?

Car in neutral, less drag on motor.

Clutch in but car in gear = slight drag on motor. Reduces RPMs if dragging.

Sounds like the clutch has to get 'broken in' some more. Prob will go
away over time as it gets used more. Sound to me like the splines are
'grabby' and the friction disk is not getting fully clear when you push
the clutch in.
Has the car been sitting awhile? Have you re-adjusted the cable now that
it has been used some?
