45mm offset on wheels - spacers needed?

My dad is looking to put his "Orlando" alloy wheels from his old 94 Jetta 
on his 84 Scirocco. They have a 45mm offset which brings them mighty close 
to the stock spring. Anyone else running wheels with 45mm offset, does this 
require the use of wheel spacers?
