Todd,
Yes it is removable.
It is actually two pieces.
The center strip is glued to the outer strip.
The outer strip is pinned to the dash.
You can take a thin flatblade screwdriver and gently pop the center strip
off/out.
You can then sand it down with 400+ sandpaper and
1. sand again with 800/1000 grit and re-glue back on.
2. paint it and glue it back on

I did #1 above a crack free Mk1 non-S dash I recently installed in my 81 S
and it turned out very nice
