16v overheating problems?

Last night i changed the thermostat and fan switch on Sara's '86.5 16v 
because she was having overheating problems.  She bought low temp ones at 
waterfest.

After i completed the job, i filled the overflow tank with coolant and 
started the car.  The temp gage got to about 3/4 to max reading and i 
decided to shut the car off because the coolant wasnt going into the car, 
just staying in the overflow, and the fan was not kicking on.

This is the second time i have replaced both the fan switch and the 
thermostat and the second time this has happened.  Whats going on here???  I 
also swapped out her VERY bad coolant temp sensors on the side of the head 
with some ones i had laying around that werent quit as shitty as the ones 
she had.  Nothing works!  what the hell?
