Body Rust...

Hi Folks,

I've got some bad spots of rust on the car...

How should I deal with this?

The spots are:

-Pass. side front wheelwell, looks really nasty
bubbling and blistering... looks like it ate through
in one spot... paint is still covering most of the
area.
-Driver side windshild wiper mount (well just in front
of it I see the paint it blistering up a wee bit)
-Rear bumpper and mounts - rust covered and look like
hell, luckily its got that plastic cover...
-Driver side door and a few other places... rust
spots, paints missing or blistered up.

Do I:
-use a wire brush and clean the area up
-sand it clean
-prime it
-paint it

At what point do you put on filler or stuff...

I've NEVER done any body work on a car before, aside
from drill a hole sand the area, prime it and paint
it...
