If it is a low voltage condition then the  Voltage Regulator is suspect
as well.

Test the voltage across the battery terminals when at idle and warmed up
and no A/C on and see if it's more than 12.5V+. 
Good voltage in the general overall system? Then it may be localized in
the Tach's neighborhood; 

Good News is it's easy to replace as it's a small socketed three leg
electrical component on the back of the Instrument  Cluster.

Bad News is it's on the back of the Instrament Cluster.
