Clicking noise under car. Bad CV joint?

It started yesterday, a clicking noise the seems related to tire rotation.

The sound seems to be coming from under the brake handle.
It does not change when the steering wheel is turned.
It also does not change when the brakes are applied.

Could this be a bad inner CV joint?
