New pump, still moans?

The car is an '87 16v scirocco.  I have just changed both the main fuel 
pump, and the transfer pump in the tank with brand new units. BOsh, and 
peurburg units.  The car now has a whine noice that comes from the fuel pump 
that is five times worse than that of the old one.
The catch is, when i turn on my lights, or hit my brakes or pretty much do 
anythign that involvs electricity, the whine will change tone, or sometimes 
go away.
Do i have a failing ground wire to the fuel pump?  Help me out here guys.
