Get yourself a MAPP gas torch, mine was just under $35 @ Home Depot.

Get it red hot and then spray penetrating oil on it to cool it down and
penetrate the threads with lubricant.

After it cools down, using a long extension, start working the nuts off.
I go back and forth, just like you do when tapping new threads, if it
starts to get tight, spray some PB Blaster and work it the other way.

The studs are 10mm and they don't break off as easily as the A1 8V studs,
but I broke one on my '88 when I did my race downpipe install, but that
was without the use of heat.

I'd clean up the threads, use plenty of anti-seize, and use the locking
nuts that come with the downpipe.
