Its NOT an alarm, its the famous Dana aftermarket cruise control.  They probably don't make it any more, but it was the most common aftermarket unit from the late '70s thru at least most of the '80s. There should also be a vacuum servo connected to the throttle and some magnets glued to a drive shaft (unless they were removed during CV joint work)
