One way we use to see if someones lights were on when they hit something is to see if the bulb is burned out when it broke.  If it's a regular sealed beam, the bulb will burn out as soon as the glass is cracked.  If it's a halogen, if the little bulb inside is broken it will be burned out if it was on.  If it was an issue, you might have been cited for it.  If you weren't, it will be something the insurance company will use to try to burn you anyway, even if you didn't get a ticket for it.  It will be your word against hers.  In a minor (IE no major injury or death) collision checking the lights probably would not have been done.  Did they ask you if your lights were on?
