How easy is it to break a piece of rusted metal

My piece of junk front liecence plate holder is rusted
out and the screw to take it off is on top of the
lower portion of the bumper where I have struggled to
take it off.  So earlier in the week I bended the
frame and it is under the bumper, but what I really
want to do is break it off instead so my front end
looks better.  What tool should I use if I am going to
break the rusted fram off?  Also the frame left a
really bad stain of rust on my bumper, but my bumper
needs full replacement anyways.
