[TECH] high idle again



when i firt dropped in the 2l 16v, i had problems with a high idle, which 
mysteriously went away. the weather turned cool, and it came back after 2 
months of good behavior:

usually around 2k rpm. if i drive for a while or rev it in neutral for ~30 
sec, it will sometimes find a new baseline between 1 and 2k. whereever it 
decides to be, it's stable. no fluctuation, revving briefly has no effect. 
occasionally if it decides to idle correctly, rpms will fall almost to stall 
before settling at 900, but no hunting. a/c on/off no effect. i've replaced 
vaccuum hoses, tested isv per bentley and cleaned. all grounds were 
cleaned/replaced during swap. tb sprayed generously w/ carb cleaner. timing 
set. o2 sensor working. idle set to correct duty cycle value; closing bypass 
screw has little if any effect.
stuff it could be?:
idle switch? don't remember if i tested it or not...
bad ground? there's a braided ground wire from the back of the intake 
manifold that broke off from somewhere. don't know where. i have other 
manifold to body grounds, but...
isv? tested/cleaned it, but if i pinch the hose to intake boot, rpms fall.

driving me nuts. any help appreciated.
