You need to make the timing marks line up...
And then you set the distributor to the diamond shaped notch on the
flywheel.
Keep in mind that after you rotate the crank so that the diamond shaped
notch lines up, the engine will no longer be at TDC.
If that's why it's off, or if it's been a while, now's a good time to
replace the timing belt and tensioner.

Actually it was when the timing belt was installed, unless something has
shifted on you, if it really is off...
If the timing marks don't line up, I'd line up the crank and cam pulleys,
and throw a new belt on...

Keep in mind that after you rotate the crank so that the diamond shaped
