(ot) computer technology question

I am about to buy a dell latitude cpi 366 (laptop) for 450 dollars, but it
will not have any software on it.  no windows or anything.

I have an HP desktop computer and am not sure if I can download the windows
98 off of it to the lap top or will have to buy the windows software,
anyone know the price off hand?
