engine problems: Vaccum too high...

i've been trying to figure out why my car is hesitating when i step on it. i
checked the vaccum and i'm only getting 12Hg or so at 1000rpm.. i'm suppose
to be at around 18-20 right? i swear i can't find any leaks.... could my
motor be toast... like rings are gone?
