Dude!  that sounds nasty.  My 84 Rocco did that... rather than try to fix it 
I parted and junked.  
But to answer your question about the JCW lower stress bar:  I bought one 
when they were $12, and it slid right on the bolts perfectly.  I may have 
just "got lucky" but that part should represent the correct spacing.  
However, my stress bar actually pulled apart, so I don't think they are 
really worth putting on.
