Scirocco S question

Can anyone tell me what is the intended purpose of the two slots in the
front air-dam of my '81 Scirocco S.  At first I thought they were for
mounting fog lights, but I have never seen a Scirocco S with lights
mounted there.  They look like they might be for allowing air flow to the
front brakes.  Are they just two cosmetic non-functional vents?  If they
are for mounting fog lights, can someone tell me what lights will fit the
slots?
  Also I am looking for suggestions on new head lights.  I tired of never
being able to see anything and being blinded by every truck/SUV on the
road.
