Oversteer queations

K, so I put on my 16v lower stress bar this summer, which resulted in
major oversteer.  Kinda scary at times, actually.  My question is, would
an upper stress bar tone down the oversteer, or make it worse?  I may
end up taking my lower bar off for the winter, I dunno yet.
