Are you saying the intended lifespan of POR15 is 2 years?  It's not a rust
convertor like Extend and some of the other products on the market,
according to their information.  You remove all the scale with a wire brush
and paint it over the surface rust.  The rust stays there, but the paint
forms an "impenetrable" seal to keep air and moisture out so the rust can't
continue.  I know lots of people who have used it on their ACVWs and been
very happy with the results, although I couldn't tell you how well it has
stood up over time.
