taking off rust

ok i'm sure alot you guys have taken rust off your mk1's. no.. this is my
problem.. how do i know when to stop sanding, as the rust ate through quite
a bit. there's these little deep line. it's to the point where, they are
black not rust color.. i didn't prime it yet as i don't know if it's ok yet.
take a look at the picture and let me know what you think.
