Sounds like you have the same problem that I had on an 8v engine recently. I used some penetrating oil to soften the o-rings, then used the puller tool to pull the injectors. When the #1 injector came out, the tool caught the edge of the valve cover, and bent it badly enough that I had to take it off and straighten it! Earlier I had broken an injector trying to pry it out with two screw drivers. Once I had the injectors out, It was clear what had caused the problem, the o-rings felt like they were made of stone.
