In the UK (where I am) a GL was half way between the GTI and the base spec. 
It had double headlights with washers, front fogs, velour trim, alloys, 
metallic paint and a 1.6 NA engine. The 1.5 NA 'C' and a 1.6 NA models were 
below it and the GTL & GTI came in above it.
It was replaced by the GT model sometime around '83-84, round about the same 
time as the GTI became the GTX.
