Put a trap bend with a hole at the bottom, in it to rid of water. And screen 
the front of the opening, to keep extra debris out.   Locate the opening 
under the bumper attached to the rectangular openings.  

Or you cound just put a big sewer pipe down below the frant skirt and say 
Fuck It!
