You're looking too hard into the problem, and missing the obvious. The "low
beams" use H4's, which are dual filament bulbs. One filament for low, and
one for high. When the highbeams are on, all 4 lights shine up in front.
You could use a second relay to power the lowbeams. Have the second relay be
switched by the highbeam switch, and then connect the power leads in
parallel to the power leads of the regular lowbeam relay.
Or just get 100W H1's and 80/100W H4's. That will be all you'll need.
IMHO, of course.
