I am assuming when you say low beam, you mean from the outer
headlight, and not physically from the low beam? If so, reason is that
on highbeam your outside lights 2nd filament lights (first one turns
off, actual low beam) turn on and then the inner filament light turns on
(single filament). Its switched power, not switched ground. I have
seen a few japanese cars that have switched ground, but all VWs that I
know of use switched power. As for where it switches, it switches
between low and high on the flashing stalk.
