To test the freqency valve turn on the key and listen for buzzing . If that 
is working try pulling an injector and putting it in a glass and then taking 
the boot off of the fuel distributor and while the key is on and pump 
runnning lift up on the air sensor plate and watch for fuel delivery into the 
jar . As you pull up on the plate more fuel should spray . Also a good way to 
check for clogged or bad flowing injectors  . 

What did you do with the carbs?
