LED's are designed to operate at approximately 0.017 amps.  With that in 
mind, using the basic electricity formula of V=IR, where V=12 volts & I=0.017 
amps, solving for R gives 680 ohms.  So if you have a LED and want to use it 
with 12 volts, you must put a 680 ohm resistor on it before you power it up.  
So to answer your question, it is not a variable current device it's an 
"on/off" device.
