Generally, the metallic paints had clearcoat. This was
true on my 1975 Sciroccos, Both of my 1981 S Sciroccos
(cirrus gray), and my 1982 Scirocco (Diamond Silver).

I cannot comment on the later MK2 (I never owned one).
