non-roc A2 after-run fan stumper!

Here are the symptoms; 91 GLI (2.0 16v)

Whenever the you try to turn the ignition off when the car is hot, the car 
will not shut off.  You can pull the key right out and the engine is still 
running.  If you stall it out, the after run fan will turn on but the key 
will not do anything.  That is, until the fan turns itself off.  After the 
fan turns off, the key will work again.

This is a real stumper.  Has anyone ever heard of anything like this?
