It sounds like an urban legend to me.  However, with that being said, I
do have a friend who could not get his car to pass smog (Ca emissions);
he sent the payment in anyway, and continued to drive his car without
current tags.  Every time he got pulled over, he informed the cop that
payment had been made.  IIRC, he wasn't cited again.
