SFBay, CA smog stuff

so, i took my 16v to get it smogged...
the guy at the shop told me that starting next year? cars smogged in the sf 
bay area (i think) have to also get dyno'd, bringing the smog inspection 
over the $100 price point. wtf? is this right? i guess it's cool to finally 
dyno my engine, but, geesusfukinkrist... why is this necessary??

anybody know the real scoop on this? i'm in san francisco.
